Planner Campaign Update

To All Planners and Designers,

The NLRB has finally given us their decision yesterday afternoon after nearly 5 months of waiting and here’s the answer…

The unit is to include all employees classified as Planner Trainee’s, Planner 1’s, Planner 2’s, Planner 3’s, also to include the Designers 1’s and 2’s employed by Southern California Edison.

To the important part - the voting. Because the appropriate unit is scattered geographically across the SCE property, there is a mail-in ballot and here are those rules from the NLRB:

The ballots will be mailed to employees employed in the appropriate collective-bargaining unit at 4:30 p.m. on Monday, May 7, 2018, from the National Labor Relations Board, Region 21, 888 South Figueroa Street, Ninth Floor, Los Angeles, CA 90017. Voters must sign the outside of the envelope in which the ballot is returned. Any ballot received in an envelope that is not signed will be automatically void.

 Those employees who believe that they are eligible to vote and did not receive a ballot in the mail by Monday, May 14, 2018, should communicate immediately with the National Labor Relations Board by either calling the Region 21 Office at (213) 894-5254 or our national toll-free line at 1-866-667-NLRB (1-866-667-6572)

 “All ballots will be commingled and counted at the Region 21 Office on Monday, May 21, 2018, at 1 p.m. In order to be valid and counted, the returned ballots must be received in the Regional Office prior to the counting of the ballots

 Voting Eligibility

Eligible to vote are those in the unit who were employed during the payroll period ending April 15, 2018, including employees who did not work during that period because they were ill, on vacation, or temporarily laid off. Employees engaged man economic strike, who have retained their status as strikers and who have not been permanently replaced, are also eligible to vote. In addition, in an economic strike that commenced less than 12 months before the election date, employees engaged in such strike who have retained their status as strikers but who have been permanently replaced, as well as their replacements, are eligible to vote. Unit employees in the military services of the United States may vote if they appear in person at the polls.

So those are the rules and dates going forward decided by the National Labor Relations Board (NLRB) based on the facts given during the representation hearing. I wanted to recap how we got here because this may seem fast even though we have been waiting a couple months.

Local #47 originally filed for the representation petition on November 15, 2017 and had subsequent hearing dates with the company at the NLRB office on November 29th, 30th and again on December 1st,7th and 8th giving a total of 5 days of company testimony. The company also wanted to have an in person voting at 7 or 8 locations have the unit employees drive around to different service centers to vote. The Local #47 had argued the case law supports a mail-in ballot when all the employees are scatted around as this unit is. We have waited ever since the case ended for this answer good or bad this is the appropriate unit the board decided along with the mail-in ballot. So please do participate and vote YES as you are coming one step closer in the process of securing a bargaining agreement just like the Helicopter Pilots Agreement, Pony Drivers Agreement, Land Surveyors Agreement, and the Bigger General Unit Agreement that has been in existence for over 70 years with the Edison Company and Local #47.
